President
Jason Locker

Mr. Locker is Senior Administrator of Visual and Performing Arts for Orange County Public Schools. He received his bachelor and master of music education degrees from the University of Florida and Florida State University, respectively, and is currently pursuing a doctoral degree in educational leadership at the University of South Florida. Prior to his appointment at OCPS, he was a secondary choral music educator in Florida and Georgia for 18 years. A past president of the Florida Vocal Association, he is an active adjudicator, clinician, and guest conductor throughout the state.

Shelby R. Chipman, PhD

Dr. Chipman is the director of bands at Florida A&M University. He received his bachelor of science degrees in Computer Science and Music Education from FAMU, completed his master’s degree in Music Education from the University of Illinois, and received his Ph.D. in Music Education from Florida State University. Prior to his appointment at FAMU he taught music in the Miami-Dade County Public School system for 10 years. He is active as an adjudicator, clinician, and guest conductor throughout the United States.

Scott Evans

Mr. Evans is the senior director of visual and performing arts for Orange County Schools. He is a proud Florida music educator for over 27 years at the elementary, secondary, and administrative levels. His students have performed for the state FMEA conference and the Florida convention of the American Choral Directors Association, and his secondary ensembles consistently earned Superior MPA ratings. He is well noted as a visionary leader, tirelessly advocating for a quality, comprehensive music education for ALL students in their classrooms and student opportunities in collaboration with numerous Central Florida arts organizations and businesses.
